A regional economic forum in late February
featured presenter's forecasting the type and mix of workforce
skills needed by regional employers. The economic forum was
sponsored by the Sacramento Metro Chamber of Commerce and
focused on complexities faced by business leaders to remain
globally competitive. A few highlights:
1)
It is anticipated that 50% of California's engineers will
retire by 2010; 60% by 2012;
2)
Effective globalization drivers: 1) globalization
competition faced by American companies, and; 2) introduction of
the internet;
3)
U.S. is currently 4% of world's marketplace;
4)
A new initiative is underway called
'wired regions'
through the California innovation corridor. California will
split $15 million split between two
'wired regions';
5)
Panelists identified three key areas for improved
partnering in regions: 1) partnerships, 2) money shift into R&D;
and, 3) trust relationships;
6)
Education was viewed as the driver of economic
development. This is important because the world has changed
dramatically and become more competitive;
7)
Businesses were encouraged to think about working
with education to make training more relevant to students;
8)
Key elements of an effective partnership: 1) model
must have employer organizations participating, 2) when grant or
funding runs out, it is imperative the group stay engaged; and
3) deal with the money sharing-move the focus outside of
personal profit-driven interests; and,
9)
Finally, successful collaboratives include a
leader who is trusted to bring people together.
Construction Management in El Dorado County was the focus of
FLC's 3rd career technical education summit in early
February at FLC's El Dorado Center in Placerville (see pictures).
The summit was co-sponsored by the El Dorado County Career
Technical Education partnership, El Dorado County Job, El Dorado
County Builders' Exchange, Central Sierra Regional Occupational
Program (ROP), and El Dorado County Office of Education. In
general, the group agreed: 1) FLC should work cooperatively with
CRC in finding a niche in Construction Management that supplements
CRC existing offerings; 2) FLC's program should haven
evening-focused array of offerings and explore online options; 3)
Consider development of a Leadership 101 course; 4) FLC program to
focus on business and management aspects while exploring
industry-specific skills training not currently addressed by CRC;
5) Building Information Modeling (BIM) is an emerging area to
emphasize in FLC's program; 6) Internships will be a value
component of the FLC program; and, 7) The group supported program
future directions outlined in the abstract for program focus
areas, including: Surveying, Estimating, Construction Software
Management, Scheduling, Building Information Modeling (BIM), CAD,
Project Management and one course focusing on soft skills
attainment.

For faculty developers, the Employment Development Department (EDD)
offers secondary data targeting employment projections of industry
in Sacramento, Placer, and El Dorado counties. The EDD labor
market profiles are shared with the FLC EARMARK advisory board
(when published) and offer insights into the type and mix of jobs

FLC Career Technical Education, in concert with North/Far North
regional consortia and Sutter Health, co-sponsored a planning
session in February 2007 at Sutter Health in Sacramento. The
unprecedented gathering of more than one dozen hospital
representatives, private sector employees, and representatives
from six northern California community colleges featured candid
dialogue associated with the impact of a new program in RT that
may cause harm to Yuba College, which has the region's only
existing RT program and offers classes in the Los Rios service
area per an agreement.
The dialogue focused on unmet needs of students who currently
have up to a two year wait to enroll in Yuba's program, the
absence of RT programs at community colleges in northern
California, regulatory ratios, lack of clinical sites, curriculum
options, job forecasts and related data, and discussion of the
possible bundling of the RT program cooperatively with multiple
northern California community colleges (Yuba, FLC, and Shasta
colleges). FLC has pledged to work cooperatively with area
hospital providers and Yuba College.
As reported in our October 2006 edition of
'Connections',
FLC recently completed the 2006-07 application for Vocational
Technical Education Act (VTEA). Now, planning is underway for the
2007-08 application. The new process should enable planners to
identify funding interests, monitor VTEA budget strings, and
provide effective oversight of the federal mandates associated
with VTEA funds. In addition, a web-based reporting system being
piloted at American River College will be shared with FLC faculty,
discipline experts, and department chairpersons. The FLC VTEA
planning committee members are: Jennifer Kraemer, Barbara Van
Rooyan, Jim Baker, Bernadette Anayah, John Alexander, Linda Meroux,
Joany Harman, Roger Morris, Joyce Heiland, Debbie Whitney, Gary
Hartley, and Dale van Dam. The committee will be chaired by Stuart
Van Horn. Vice President Kathleen Kirklin will serve as a resource
to the new committee. The committee will continue meeting through
April 2007 to craft the 2007-08 plan.
The FLC foundation's golf invitational is an
investment in students. The 7th annual invitational,
chaired by Assemblyman Roger Niello, is set for Monday, May 7,
2007 at Serrano Country Club in El Dorado Hills. As of this
writing, the fundraising event is approximately 35% to its goal (see
thermometer). The event is open to the public and golfers,
donors, and sponsors are welcome to participate. For more

EARMARK Grant Sunset and EARMARK Deadline Dates
The federal EARMARK Grant awarded to FLC in
June 2005 will sunset on May 31, 2007. The grant enabled FLC to
develop a series of new career technical education courses and
programs, including project management (six courses), public
management (three courses), non-profit organization management
(three courses), GIS (three courses), Administration of Justice
(five courses), Business-related class in psychology and art,
project management (six courses), fire technology (nine courses),
and to conduct gap analyses to create new programs in allied
health, nanotechnology, exercise science/wellness, construction
management, air traffic control, water/wastewater management,
theatre technology, and music technology (five courses).
Courses developed under the EARMARK umbrella
are due by April 15, 2007 into SOCRATES, FLC's online course
development system, to be eligible for stipend consideration.
FLC Hosts District CIS/Biz Tech Advisory Board
FLC hosted a Los Rios Community College District CIS/BizTech
advisory board meeting in late February 2007. The event featured
faculty and staff from four district colleges. The meeting was
hosted by John Shirley of FLC and Carol Neal, director of the
Business Information Technology Regional Education Consortium.
FLC's Dean of Instruction, Career Technical Education, facilitated
the advisory board meeting. Outcomes associated with the planning
meeting included a review of existing curriculum at district
colleges, job forecast and employment data presented by four
presenters, and candid discussions of future workforce needs and
related program development. Programs that were identified as
crucial to area business and industry included soft skills and
communication skills, network security, advanced level
programming, Voice Over Internet Protocol, desktop specialists
(virtual), business intelligence, and data warehousing.
